PVE, PVP or just standing around yapping in chat, the abilities in the tray all of a sudden go black and cannot be used. Anyone else had this annoying problem?

While I've not personally experienced this bug as far as I can recall it doesn't mean it doesn't exist and we should try to narrow down the situation to something else then "happens sometimes on unspecified platform" more narrow we can get the situation where the bug triggers the better as that helps Cryptic in locating the cause and fixing it.
That's why I (and some other players) ask these things to fix a bug Cryptic needs to know what's wrong and STO has a lot of code so a really vague bug report, really just says there's a bug but nothing about how to fix it, I'd suspect that of sizable portion of our long term bugs are that because people aren't giving specific enough reports and Cryptic is forced to test thousands or even millions of possible scenarios to figure out what's causing the bug.
I'm using a PC.
Ok then what kind of PC, what gear do you have, was there anything specific you were doing or was the bug just random? As I said before the more info you can give to narrow this down the better, you gain literally nothing by intentionally withholding info here.
Cryptic (or any other game dev for that matter) doesn't know what causes the specific bugs in the game and it could be 2 systems that in isolation work as intended but have unexpected interaction when combined (especially when you take server stress into consideration).
What you've given so far would cause this report to end up at bottom of the priority list as Cryptic would have to test countless possible scenarios to be able to reproduce this bug and that takes time, a lot of time.
The PC is a HP laptop built this year, it was fine, internet connection was fine. The last time I had this issue was this afternoon doing a 1v1 ground PVP match. Done this a lot and had black tray. I've had black tray in TFO missions, none specific, It also occurs in the Dyson Sphere, a lot, especially the space sections where you fight the Voth dreadnaughts. Black tray does occur in some situations when there is a lot of area effect spamming, things like many of the more overpowered tactical abilities and things like Resistance is Futile, as well as when excessive opponents or pets are active at once. But, i have stated that it has occurred when doing nothing but standing around at the bank terminals.
Server stress does cause black tray to trigger more frequently, 'unusual' pvp situations trigger it a lot, especially when one player in the match has extremely fast kit/abilities cooldowns. When these are normal, no black tray unless lots of AoE and pets are spammed.
