Speed Builds?

Flying around Ker'rat and doing the occasional space pvp I noticed some players with fantastic speed, they can even maintain continuous high speed when their ship is in red alert status, which normally slows the ship down. I know some DOFF abilities and reputation/traits allow for bursts of speed in combat, but what is the set up for the continuous speed?

yep every time you hit a beam or cannon or torpedo power you zoom
