Jem´Hadar Advanced Attack ship for all Jem`Hadar Carriers

Hello, why is the Jem`Hadar Advanced Attack ship still only equippable to the Dreadnought carrier (TU-5)?
Wouldn`t it be logical that you can equip it to all the Jem`Hadar Carriers like the Vanguard Carrier and Cruiser?
