Can't claim Kobayashi Maru freighter on certain characters

I tried to claim the freighter on my Fed Jem Hadar and the ship was greyed out. When I click on it I get message "Must complete the no-win scenario to claim this ship. Also must not have the admiralty card."

Well, he has the admiralty card. So I did a little experiment. I went to another fed character and he had the admiralty card already, but could claim the ship. So I went to another character and she could not claim the ship.

It looks like 'special' characters (Fed Jem, Fed Rom, DR, etc) cannot claim the ship. I don't have any KDF-aligned Roms to try it on, but the Fed Rom cannot. I'm going to go through the rest of my roster and see who can claim and who can't.

Yes, the J-H does have ship slots free, I checked.

    Okay, I have a list of who can and who can't claim the ship, and all have the admiralty card already (through auto-claim, I guess)

    Jacob: Alien, Fed, sci. He's my main too.
    Stephvin: FedRom, engi
    Aurora: Caitian, DR, Fed, engi
    Komodo'Liung: FedJemH, Tac
    Nuras: Ferasan, sci
    Lilly: Human, Fed, sci

    Now the ones who are able to claim:

    Samma: FedRom, DR, tac
    Trogg: Tellarite, Fed, engi
    Chris: Fed, LibBorg Human, engi (He also ran the event)
    Xavier Storme: JT, Fed, sci
    Jakk: Kling, KDF, sci
    Amee: Tellarite, Fed, engi
    Vince: FedRom, sci
    Jax: Human, AoY, sci
    Shyann: Klingon, KDF, Tac
    Ra'vyn: Alien, Fed, Engi
    Ba'goth: FedKling, tac
    Kylen: FedCardi, engi
    Rowena: FedAlien, tac
    Leonid: Caitian, Fed, engi

    I don't think anyone other than Chris ran the event over the last fourteen days. So why can some of my characters claim the ship despite having the admiralty card and some can't claim it?

    I also went back to check inventory space and all have space. Only Nuras had a DOFF stuck in overflow. I got him some more DOFF slots and cleared that and he still can't claim. So it isn't overflow or lack of inventory space.

    I moved this to the bug reports area as this is definitely a bug from what I'm reading here. I also left a redirect notice for folks who may have a similar issue.

    I'm going to bring this to the attention of the proper folks. If you would like feel free to leave your handle below or PM it to me if you wish and I can point them towards your account. I will post again depending on what they tell me.

    Update:

    On my F2P acct, out of Jhanell, who ran the event, Shania, Garata'Aklan, Veena and Miko, only Shania can NOT claim the ship.

    I did a little experiment with Shania as well since I was already there. I ran the event to get her the dil. When it was done, she still can NOT claim the ship.

    I ran the event on three other accts for family, so will check them as well and see if this is happening on them.

    Ok, now I feel really embarrassed. I just now figured out the problem while checking my son's acct.

    It's not the ship that's greyed out, it's the admiralty card.

    My face is now all red. No bug here, except the one in my brain, interfering with logical thinking.

    I think what threw me is that some of them had the admiralty card and could still claim that from the reclaim.
