Consistent T5 Rep rewards of elite Rep tokens, marks and dil across all Reps.

Simply put, not all T5 reward packs are equal, most give all the needed parts to claim at least one ground set part IE Omega marks, dil and borg brain nodes] but others only reward dil and marks requiring grinding for extra elite tokens [looking at you, Delta Rep]. Would it be possible for all the T5 reward packages to give consistent amount of dil/marks/elite mc'guffins?
