Using a small craft in a TFO

Did STO remove the ability to use small crafts in TFO's in some kind of hidden update or something, because it won't let me use my scorpion fighter(small craft not hangar pet) when I go into a random TFO. Yes I have small craft set as active ship in the manage ship section in earth spacedock and when I go out into the sol system I'm in my scorpion fighter but it just won't work for TFO, I get spawned in my main starship and not my small craft.

Also on a side note when I bought the scorpion fighter from the Zen Store it showed as character bound in my inventory, aren't Zen Store ships supposed to be account bound and not character?

Yes. Quite some time ago.

I believe you can still use them in private STFs but not public queues. Unless they changed something since I've not even tried it in a long time
