I have the same situation. Already had the Orion courtesan.... I mean Doctor, in my crew. I can't use the freebie as you can only have one EMH Orion in the crew at any given time.
It's the burden we must suffer under in order to play the superior, elite faction of this game while the rest of the undesirables and wannabes are thrown in with the peons on the federation side.
Sucks when one doesn't even have that EMH Orion boff.

I think there is a growing sense of resentment on KDF/Rom side and for some people who give in to this, every promo/freebie that favours fed over kdf is just a slap in the face to them.
Personaly I've slapped the medic shield onto my B'rel and got stuck into to delivering medicinal Antiproton shots......

Except arguably it doesn't. For me at least, I prefer the KDF BOFF over the Starfleet BOFF. Holoboffs from canon don't interest me in the slightest. I want to create my own stories with my own crews.

I managed to claim it on all my Characters (don't trust them taking it away at a later date). Put the Vanity Shield on most Characters Ships (except the one or two that already had one in place). I only had one Character that couldn't add Bashir/Orion Medic to either Roster or the 'Ward Room'. That was a KDF Character that already had the Orion. You still get the Boff Epically boxed in Inventory.
The USS Hope has been out on a number of Assignments already.
There was one thing, however, if you do not have two or more free Inventory slots availible, the entire Pack will not even be displayed in your Promotions Tab.

This give away seems like it wasn't planned before hence why we got stuff given before (IIRC Bashir was part of the D9/victory is life holo-NPC pack we were given earlier). This also explain why the KDF NPC was generic orion rathed then a named KDF character, since there was no pre-planning there was no time to ask premision and make the model, remember that they had a Bashir mode avaible and had asked premission to use Alexander Siddig's likeness.

As someone who did not goes normally for lockboxes, and can not go conventions even in Europe, more so on other continents, I'm very thankfull for this giveaway. Even if the KDF BOFF is the same (I think) as the one in the pack with EMH1 in Mudd store.
It is a nice gesture from the Cryptic/PWE (or whoever did make the decision), after all any giveaway is a free gift to the players.
And even if some people have the BOFFs, ther still is the good Admirality card and the nice looking vanity shield.
Bashir was a STLV Promotion, not from the Lockbox.

Does anybody even use these EMH's anyway? My Bridge crew are 2 SRO Roms and 3 Nausicans for the crit and damage buffs and ground crew is just space barbie anyway so I have my elite Honour Guard Klingon SAS team.

I use both the EMH mark I boff and the new Bashir Holo boffs I got as they're decent enough healers for ground missions and I'd probably use the Orion as well but I've not played my KDF characters after I've gotten the giveaway.
Just because you don't like(or care about) ground missions it doesn't mean everyone doesn't, also not every person an optimized build and some people might want to build their crews based on a theme even if it's not 100% meta.

Holoboffs are good for any fight when you're not against enemies that use Tetryon weapons. Sure, Boff traits don't affect the team for the most part, and gear makes a bigger difference, but the holo-doc boff is still quite good.

You know there's more then 1 theme possible in this game my orion is pirate/privateer themed and she's the only fem orion in her away team atm (I might replace the Gorn medic if I think the new MW toon has good enough stats).

Yes. You said that this promo favours Federation over KDF. I said that arguably it doesn't, and I presented my reasons why.
