Can't Put Ciuelsza on Active Space Duty

I just purchased a new DOFF, Ciuelsza (a very rare damage control doff), off the exchange and attempted to add her to my active space duty list and nothing is happening. I have 98 total doffs and only 4 on active space duty currently. There is a visible "Open Position." Can anyone help with this? Thanks!
