BPT 1 and 2 both have 4 tiers. I want BPT 1 to run from 1 to 4 and BPT 2 to run from 5 to 8. But, the last tier on BPT 1 and the first tier on BPT 2, are locked/synchronized. If I change the last tier on BPT 1, the first tier on BPT 2 mirrors it. Suggestions?
If your talking about the skill tray, skill bar, or hotbar. Then make sure tray 1 and 2 are set to different numbers. For example you may have 2 bars set, but both set to Tray #1, thus cloning tray 1 in tray 2. Should be a little up and down arrow on one of the tray ends to set this with.
Also check to make sure you haven't locked the bars. IF you have, you'll need to unlock them so you can change skills.
Thanks @trennan My issue is a bit different. If I have BPT#1 with four trays, the last tray will be mirrored on the first tray on BPT2. Try this yourself: Set BPT#1 to four trays. Then create BPT#2 with one tray. Change the tray number on BPT#2 and see what happens on BPT#1.
Never used that many bars, but I'd say bug report it. (I use 2+3 at most.) I just wish that it could save "Distribute Shield Power" in loadouts properly.
It is NOT a bug. It has always been that way. I highly suggest you fly to Ker'rat and ask a PvP player for help. Almost all elite PvPers use two trays. One on the bottom and vertical one on the side. Usually they have the number 4,3,2,1 on the bottom tray and 10, 9 sometimes 8 on the side vertical one. You will see on the vertical tray #10 that you are able to scroll to different tray numbers... that is the trick!

What they are saying is happening, and what I've just verified, is that if you set both trays to 4 rows/columns, the 4th row/column will be the same on both trays. If you change it's page number (for lack of a better term) it will change the page number for both trays.
Your example above (with the 8) is not possible. If you set the second tray to 3 columns with 10, 9, 8 (left to right) and then set the first tray to 4 rows using 4, 3, 2, 1 (top to bottom) you will end up with the vertical 8 changing to 4. If you tried to change it back to 8, it would change the top row to 8. So in your example you could have 4, 3, 2, 1 and 10, 9. That's it. You can't have a 7th unique tray row/column, and I think the same is true for the higher numbers too. From my perspective as someone who has done computer programming, this seems like a bug to me. (Did they at some point increase the number of possible rows/columns?)
As a workaround, you can use one tray rather then use two trays. You can have up to 10 unique rows/columns in 1 tray.
