Liberated Borg Doff, how does stacking work with Strength of Unity?

Has anyone figured out how stacking works with these new DOFFs? Like most things STO it's rather unclear from the description. The DOFFs description says "Stacks with other instances of Strength Through Unity, but not itself." But what does that mean? Is it referring to the particular Doff type eg. "28 of 47". Is it referring to the BOFF Seating type? For instance "28 of 47" uses Command to give +25% Exotic Damage, but "32 of 47" uses Intelligence to give +25% Exotic Damage... can they stack due to coming from different BOFF seating? Or is it the bonus itself regardless of the DOFF or the Seating that cannot be stacked, eg. the +25% Exotic Damage?

What I think it means is if you have like 15% chance on activating science to get +25% exotic dmg, it does not stack if you activate more than one sci ability if it's already activated. If you use two of the same doff, you have increased chance to activate the same power but it does not give you +50% exotic dmg. It just gives you more than one shot at getting a 15% chance to activate.

Also if you have two of those same doffs, you will not get a 30% chance to activate, but two separate 15% chances. Those good at math can explain it better than I can.
