Trouble getting T6 fleet ships from venders.

I've been having trouble getting T6 fleet ships from even the fleet venders. It keeps saying "you don't have permission" and I want to know what it even means. The ships I want have the requirements meet, and I even have the marks needed. My fleet even has the requirements meet on their end as well. Just what the heck is going on?

    Sounds like I need to poke the fleet admen to get a promotion. Thank you for the help. I looked everyone (and YouTube) only to find nothing about that little fact.

    with most fleets, promotions depend on how much you contribute resources to advance base tiers
