dominion specialiaztion points how do you aquire them?

i'm wondering how do you aquire or obtain specialization points on sominion characters/ captains.

    The same way you get them for everyone else. 1 for filling the XP bar, the Federation Admiralty track, random rewards from Endeavours and Events that give you the choice box of 3 Spec points.
