The real whole point in this discussion is PVP balance Directed to the DEVS/Cryptic/CBS admin, not to you snot nosed players, didn't you read the 1st thread?
The problem with that approach is that your inability to win at PvP isn't necessarily the fault of the devs.
PvP in most games has a major barrier to entry.... the other players. The other players are doing their best to make it impossible for you to win. To paraphrase something Sun-Tzu said: "preparation before battle is as important as the battle itself."
I'm not big on PvP in STO, but I used to be big on PvP in the old Avengers Alliance game. I put together a set of defenses in PvP that made me powerful enough that new players were pretty much guaranteed to roll over and die if they fought me. The trick wasn't solely about having the best stuff. It was about strategizing. Having GOOD stuff certainly helped. I had some of the hardest to get gear in the game.... SOME. But some of my gear choices were weird esoteric things that only made sense in the context of my strategy. There were counters to my strategy of course, but most of them weren't popular in the metagame.
