I’m a new level 65 engineering captain and I’m going to buy a tier 6 ship, I would like for it to dish out significant levels of damage while also providing robust fleet support. I’ve whittled the list down to the Shamshir Operations Dreadnought and the Scott Class Miracle Worker.
The Miracle Worker does have some distinct advantages, especially around power level, hull hit points, and console slots. But the Shamshir has better turn rate and also has a hangar, not to mention the fact that it doesn’t look likely a pregnant whale.
I would welcome comments in two areas: (1) ship selection. Have I perhaps narrowed the list too severely? Am I missing other options?
(2) What consoles would recommend in the areas of engineering and tactical?

Peter's T6 Eng Scim
Halo's Miracle Worker Cruiser
K'ris' Shepard
What’s “best” is really relative here and will depend on your playstyle and on what you like to do. The MW cruiser is probably the best tank thanks to it's commands, the Shamshir will let you play around with a cloak and hangar while the Gagarin is the most versatile of the three and lets you use cannons best.
Decisions, decisions! At least you can’t go wrong with either here. If you don’t know what role or playstyle you aim for I'd follow @coldnapalm ‘s suggestion and get the Gagarin.

The trait is nice too: every BFAW or scatter volley triggers a torpedo spread 1, every torp spread triggers BFAW1 + SV 1 -- https://sto.gamepedia.com/Gagarin_Miracle_Worker_Battlecruiser
(If you play more than one character or also fly a ship that uses cannons, the torp triggering scatter volley is actually a sneaky way to trigger a lt. rank cannon skill by using an ensign torp skill)
