How do I complete the tutorial to buy zen in ARC?

When I try to buy zen in ARC and I click on the game STO I get "Before you can purchase, you need to complete the tutorial". Where and how do I do that? This is on an account with a level 65 character and I have never bought zen before. Using chrome if that helps.
