doffs in inventroy

i have 50 plus slots open in my roster but i cant "take" any doffs from my inventory. whats up with that?

    Are the doffs prisoners perhaps? They do have a sepcial limitation.

    And Colonists too. Max 20 each before they fill Overflow.
