I've been playing quite a while, started on PC and had to move to xbox. I know on PC you can switch officers from "reserve" to be able to use them as active. But on xbox there seems to be no information on how to get this done.

So relevant details:
Roster - 130/255 (so it's not full, I made sure that wasn't the issue first)
Faction - same as mine
Quality - common

Trying to get an explosives expert to slot into active. Only doffs showing are a hazard sys, quartermaster, as well as another quartermaster.
If anyone has relevant information it would be greatly appreciated.
