Where is the mute/block option?

I have looked everywhere and I can not find where I can mute or block a player in game on a PS4. I can find where to un-mute them, although it is greyed out, but not where to mute them. I blocked the player yesterday on PSN, but I still received tells from the player today. I don't believe that what they have done so far is worthy of a "report player". It makes no sense that it is some big secret on how to block a player. Please solve this mystery for me.
