Forgetful on BOff withdraw from fleet bank

Not a new player, but I've only been back for a few weeks, since the initial ViL stuff or so.
So, I accidentally deposited a VR boff in the fleet bank, on another character (same fleet), and I used up my withdraw limit to try to get it back out. Now I'm on the other character trying to get it back out, to drop in the account bank.
I've tried "move to candidate roster", but all I get in response is another BOff candidate's dossier
