The patch on June 27, 2019, changed the sand textures on Risa. The new textures are more detailed, but they look more like a hard, rocky surface than sand.
Screenshots
I took screenshots under a variety of graphics settings and lighting conditions. The screenshots are presented in the following order:
1. Lighting 2.0: Off, Reflection quality: Low, Shadows: Off
2. Lighting 2.0: Off, Reflection quality: Low, Shadows: High
3. Lighting 2.0: On, Reflection quality: Off, Shadows: Off
4. Lighting 2.0: On, Reflection quality: Off, Shadows: High
5. BROKEN: Lighting 2.0: On, Reflection quality: Off, Shadows: Off
6. BROKEN: Lighting 2.0: On, Reflection quality: Off, Shadows: High
The BROKEN pictures were taken when Lighting 2.0 was malfunctioning; that happens quite often for me on this map.

As you can see, the new textures look more like rock than sand. Shadows obscure the details of the textures, making the ground look more like cement. But with shadows turned off, the rocky appearance is very noticeable.
For comparison, here's what the sand looked like before the patch.

EDIT: Here are some pictures of Nimbus for comparison. Note that Nimbus has a mix of sand and rock.
