I was pleased when the restrictions on Romulans using the ships of their allied faction were reduced. Only a few ships are unavailable to Romulan characters now. This was no doubt intended to increase the number of people playing Romulan characters. I hope it worked.
And I was also pleased when a number of special consoles locked to specific Warbirds were relaxed a bit to allow them to be used with any Warbird. Again, this was almost certainly intended to increase participation of Romulan characters.
So, how about a reconsideration of the restrictions on hangar pets? There are many irrational arbitrary restrictions on hangar pets. Some of these make a bit of sense. Breen hangar pets only being flyable from Breen starships, or Vorgon hangar pets only being flyable from Vorgon starships. Alien technologies aren't necessarily easy to transfer to other ships. But the locking of hangar pets to a single starship even within a faction is very arbitrary and is hurting participation in the game at least as much or more than the now-reduced restrictions of Romulans were.
Why can't starships of the same faction fly hangar pets that happen to have originally been fitted in a given class? The Vo'Quv is a now ancient and vulnerable carrier class, but the only ship that can launch B'rel/B'Rotlh/Qaw'Dun bop hangar pets. This is really frustrating, as the pets are still effective, and were expensive to acquire if you went beyond the basic EC-purchasable first level. But even the T5-U Vo'quv is not comparable to the many carriers now available with many special features. If you are not going to issue a T6 Vo'quv, why can't these be launched from some other Klingon class? The lack of other options is telling in itself, Klingons have had only flight-deck cruisers as alternative options for hangar pets until the Sarcophagus appeared. But the Sarcophagus is surely large enough to handle the bop pets. There is no theme-logical reason for this restriction. It's just an arbitrary rule that keeps people from having fun with the game.
The same might be said for some pets on the Federation side, and here there really is no excuse. There are many Federation carriers, and most of them are clearly large enough to fly the Callisto frigates. Why would the technology to launch and recover them be restricted to a single class? Does that make military sense? The Caitian Stalker is another puzzle. It is a simple fighter that can't be any more difficult to handle than the Peregrine. Are the Caitians members of the Federation or not? Realistically in-game, if they are members, why would they conceal technology from the rest of the Federation? And realistically out-of-game, who would spend the high price for advanced or elite Stalkers when they can only be used with one ship? Oddly enough, the elite Romulan Scorpion fighter is available to everyone of any faction and can be flown from any ship with a hangar. I wonder which is more widely used?
A few hangar ships get around the frigate pet size by having it warp in instead of appearing out of nowhere, sphere builder sci ship springs to mind.
Although those are specific to that racial line whereas the spoonhead pets, which are faction agnostic and universal to any ship with a hangar, just magic into existence.

some ships with hangars are also big enough that they could fit a small frigate inside, it would be wise for people to remember that the scales of the smallest ships might not be 100% accurate simply because a properly scaled shuttle would be too small and same might apply to frigates.
As is common in STO, hangar restrictions seem to be pulled out of a hat randomly. What's limited to one ship, to ships from the same bundle, the same faction, ships of certain size, etc. Some just win the lottery and get no restriction at all.
Like the cardassian frigates that can be used on anything with a hangar slot.

It was nice. Gives the Romulans arguably the best selection of ships in the game.
But it also can be seen as Cryptic acknowledging that there's not going to be a lot of new Romulans ships released anytime soon. And that has pretty much been born out so far. Obviously, with the DSC stuff, there's zero source for Romulan ships, but they could have squeezed in a few Cryptic designs.
I don't think the Picard series is going to be a new ship design heavy show. So if DSC gets cancelled or continues their 1000yrs in the future (?) time jump not sure how 'usable' those ships will be for STO w/o seeming too wedged in to the game 'just because'.
