    If the Romulan Republic was suffering some sort of internal power struggle why would D'Tan not ask for assistance from the Federation and Klingon Empire, who are his two major allies, and the two most powerful forces in the Alpha and Beta quadrants?

    Because even though the Federation and Klingons are currently helping the Romulans and they have this sorta alliance going, something of that nature typically isn't expressed to allies as it shows your factions destabilized and most factions would tend to want to deal with internal problems.. internally to keep the others from seeing inner weakness.

    Nothing says in universe the factions aren't going to end up at war again (sure in STO they won't because we all play one story). Airing out your dirty laundry to the 2 other most powerful factions around, that also happen to be your neighbors is not something any of the three factions would do.

    So? It's what would happen. Same thing with J'Ula and the likely upcoming Klingon Civil War plot. J'mpok will probably be like "hey guys, this crazy Klingon from 100+ years ago is threatening to destroy the peace and prosperity our Alliance has brought, wanna help out?" and OFC the Federation, Romulan Republic, and Dominion, will help because J'Ula's actions are a negative for everyone but her.

    The only other alternative is them not asking help for no reason(in universe) other then to make it hard on themselves, and for no reason(out of universe) besides to placate people who only feel happy when they have "MUH EXCLUSIVE". And that is just poor writing in-game, and poor game design out of game.

    If you are going to do a story that is exclusive for one faction you need the proper context and rationale to justify it so it doesn't come off as "just because we made everyone idiots" or "just because arbitrary restrictions".
    And Cryptic has made it plenty clear they don't want to do faction-exclusive content at all.
    I don't think it is a matter of want...more like they can't. I am sure that there are some devs who like the one faction it is now...but some of them seems to WANT to do more...they just can't do more.
    Well, they said in a live stream they basically don't have time to make faction specific content AND their regular releases.

    In reality, civil wars often get support from foreign governments...sometimes on both sides.

    Canonically, as far as STO goes, there isn’t another war between the Klingons, Romulan Republic and the Feds. Eventually the Empire and Republic join the Federation, and the Federation gets pretty much everyone else into the Galactic Union. As far as the Romulan Civil War is going, D’Tan is managing the Klingons and Feds like a Boss as he inexorably re-unites The Romulans under the Republic. By endgame, even the remnants of the Tal’Shiar understand who really holds power in Romulan Space and are trying to cut a deal.
