Discovery Ground Set Costume Unlock

The Discovery ground set doesn't unlock the costume for me. I tried purchasing all the pieces and the set didn't unlock. I followed this up by leveling my reputation up to rank 5 in order to allow me to purchase all 4 items through the reputation system and I equipped those versions of the items but the costume still did not unlock.
