new discovery reputation console pax/bellum --> CrtH and Hullcap don't work/get applied

I have tested some of the new discovery console (sci,tac and eng) but i found that the new passiv don't get applied (CrtH/Hullcap). Even in combat and out of combat situation.

it's not just the consoles the tilly rep shield doesn't give its hull cap either, all thou the engine and deflector work

they have now fixed the shield, but still no fix for the consoles.
