Please reinstate the Personnel Officer inside New Romulus Command

For some reason, the Personnel Officer in New Romulus Command is borked. His duties are being dispensed by a nearby console.

It's pretty obvious this was a place holder fix that never got cleaned up. Please remove the extraneous console and reconnect the dialog button to the Personnel Officer so he can properly do the job he was meant to do. Thanks! :)

    It has been that way since I created my first ever Romulan years ago. I too would much rather it be a person and not a console. Heck, if nothing else just move the personnel officer next to the console and we could pretend that we were talking to him..and that he was the one using the console to process our request or something.
