Out of ALL the patrol missions, why does Franklin Drake offer this one every day?

Can't he offer a different patrol daily daily?

That would be a bit of fun - a random daily patrol mission.

    The mission "Skirmish" unlocks 3 different daily missions - a quick & easy Dilithium collection in the Neutral Zone.

    The first is accessed by flying to the Alhena System and answering the Distress Call there. The Deuterium Surplus is a pretty nice resource to collect too.

    The second can be found a little way 'north' from Alhene and you can "Aid the Sh'mar" with their medical problem. This one can go two ways if you are KDF...

    The third mission is from Franklin Drake, for Feds, or K'men, for KDF, and is the mission described above. The satellites are faulty and need daily maintenance. Bizarrely, whichever contact you accept the mission from, it's always Franklin Drake that takes the hand-in.
