Federation Faction Tutorial?

As a Jem' Hadar, where do I start this since the race starts off at lvl 60?

This is for a starter pack I wanna get...just for the ship..In case you're wondering why.

    True, Romulan Republic Navy and Dominion (aka Jem'hadar) captains are allied exchange officers for either Starfleet or Klingon Defense Force, they aren't however members of either still being members of their native fleets just serving for SF or KDF at this moment and thus will not get access to faction specific starter ships, or starter packs.
