Why can't I fill the fourth weapon slot?

I have four characters, three of which have just acquired the first new ship, tier 2 I believe. There is a new fourth weapon slot, most are 2 fore and 2 aft while the escort is 3 fore and 1 aft. None of my characters can fill this weapon slot. I have scoured the Wiki and /r/STOBuilds, I have searched the forums which taught me only two types of weapon cannot go into the aft weapon slot, cannons and dual beams. However, many are able to be both fore and aft weapons, like torpedoes. Each of my characters have many ship weapons, which should be able to fill all available slots. When clicking on the blank available slot, the equip list shows nothing.

Do I need to be a specific rank or a lifetime member or something else to be able to equip this new weapon slot?

I think this is still a bug that's going on with lower tier ships not being able to equip all weapons, I've heard a lot of other people have the same problem. You don't need to be a lifetime member to equip a weapon. But you need to have the rank for the weapon you want to equip.

But yeah, this has been a bug for some time... I thought it had been fixed.

In-game I noticed a place to get GM help and submit a ticket, should I? Does this get fixed with the next ship? Do I have to wait until level 20 to equip more than three weapons or do I have to wait until I get out of tier 4 ships?

Apparently, need to be level 11+ to equip that fourth weapon slot, not level 10.

It is a bug. Yes current work around is level up to the next numbered level. The fix is in the works, waiting for patch to Holodeck. Until then...you will see this happen on new ships.

Ok, maybe thinking of another bug, I can not find the post about a fix in the wings....this one may still be looking at by Cryptic. But the work around is to level up to next level.I
