I've seen in the patch notes it states this:
"Tier 5-U and Tier 6 Starships now scale their maximum hit points between levels 40 and 50.
Their maximum hit points at level 40 and past level 50 are unchanged."
My understanding is that anything past level 50 should be as before, but I am missing close to 6k hull now compared to before the patch, on a T6 JHDC.
Gear and buffs are the same pre and post as well as the power levels, so why the difference? See here on screenshots:

I'm going to guess that the player is using hull boosting consoles, ship parts, as well as possibly command specialization, and traits(including both nukara ones) to ratchet it even further. One of my fleet members has been talking about hitting that high of a hull mark soon as well.
I'm wondering if the OP's difference is due to the Fleet Combat Boost expiring.
So you guys know what to look for, the bug I encountered was alot more severe than what I've seen so far here. On holodeck I was seeing a hull of 103k on my juggernaut. on tribble I was seeing 71k, so about a 25% drop in hull value. There's definitely a difference here but the reason I asked about the OP's build is so I know what kind of buffs and abilities he has so I can know what is interacting with what and so on.
I was asking more so because the only time I see numbers that high is when someone goes out of their way to boost them that high. If yall's idea of fun is seeing how high you can jack your hull numbers up to, then by all means do it.
That's a distinctive possibility because of how minor of a loss in hull it is, but since I can't see his buffs and don't have the reest of his build I can't know for certain.

I would bet that this is exactly what happened.
The OP had a buff either from a fleet bonus or a DoFF mission that wore off.
None of my hull values have been altered.

The only buffs active both times are, albeit small, visible above the shield indicator, which are:
- 700 Day Veteran
- Achilles Heel III
- Fleet Research Lab: Combat Performance Boost (Tier 3)
I reached the 200k value on the 14th January this year, when I made that screenshot. It stayed like that since reaching it till the patch hit, apart from once when the combat boost ended while I was online, when it reverted to 185k (not 195k). New boost brought it back up to the 200k value.
I am not aware of the fleet combat boost reducing its values when it's about to expire (but not yet expired). At the time of writing this post the buff is still active.
This character + ship is set up to tank in space, so I do go out of my way to find items to increase the hull / shield with items that increase it (semi-)permanently (e.g. gear, active traits, fleet combat boost), rather than minute/hour long buffs.
The "hull bug" with some ships on Tribble was fixed (and I believe was decreasing hull to 2/3 of what was intended at level 65, which is much more severe than this report), and that fix was included in this morning's patch. Additionally, I cannot reproduce issues with the Jem'Hadar Dreadnought Cruiser [T6]'s maximum hitpoints - a freshly commissioned one has the correct hitpoints, capping out at 67,500 on a level 65 character (with no skills or anything else buffing it), and the ship mastery of +10% Maximum Hull is also working correctly. The most likely scenarios are that you do not currently have a buff active that you did previously, or that something other than the ship itself has changed.

Thanks for your reply. I did check buffs and everything. The previous hull was not just for an hour or so due to another buff, it stayed the same till this patch (requiring the fleet combat boost to reach the 200k).
The only difference I can remember (and forgot about this last night...) is that the new hull stat is with the 1% max hull increase of the personal endeavours. The endeavour perk max hull was one of the three choices for the first free point, so added it, looked at hull, and saw it was less than before.
