Since there is already a program in place to print 3D Ships. I have seen so many player that made unique characters. I myself thought man wouldn't it be nice if we can print out own characters and put them on our desk at home and work without the hassle of trying to figure out how to do it ourselves and instead print out our boffs and captain characters. You can customize the clothes and stance and everything. Send it off and have it printed/painted and get the model in the mail. If you can do it for a ship, you can do it with a characters. Since all character are humanoid.... minor tweeks with ears, hair, size, height.

Issue would be that some players make characters that look like actors from the Star Trek series, even though it's not allowed. And some NPC's do look their actors.
The issue with 3D printing would be that Gameprint for example would have a hard time to sort through if it's actually a unique character or a look alike. And creating a model and sell it for profit when it's based on another real person is not allowed, you have to purchase the rights to use them.
Something that is very expensive, that's why you only see Kirk once in the game with his face down. Some actors are cheaper though. But still, expensive.
And trust me you can go radically different from the human norm with the "Alien" species option.
As to the answer about the Alien Species option, they are still humanoid. Player are not able to to create a bug shape character, some kinda liquid changing via Clayface like monster from like batman as a player captain or Boff.
What we player can create are in human-like beings (two arms, two legs, two-eye (well you do get a eye-patch for a missing eye of something, sometimes two ears, other times no ears), basic human shape.
