Improvements to fleet set up

Hi all I have been trying to set up a fleet but its really hard to fined 5 interested players to join so I was thinking how could this be made easier to do.
My thinking is there could be a way to advertise in game that you would like to set up a fleet that all players can see. Those interested in joining could click on the fleet the wish to join and click the box like you would do when queuing for a pve fleet op then the player who wants to set up there fleet could accept them into there fleet once there are 5 members the fleet will be set up and ready to go.
I would be interested in finding out from others how the fleet set up system could be improved. I would also like improvements in searching for fleets that are already set up such as information on member numbers and how long its been going also if you wish to join a fleet and there are no members online at that time it would show you who the fleet leader is so you can send them a message if you get no reply well you just move on.
