is the MVAM console still available for the HESTIA/PROMETHEUS class advanced escorts?

I have assigned new character, Hestia class escorts. And when I went about preparing the ships, for deployment, when I began to equip the ship with consoles, I discovered that the MVAM console for the HESTIA class ship is not available. Why is this?

That said the console doesn't really work well and is bugged 3 times over.
