Distress call

I read in the patch notes that the beacon of kahless and nimbus pirates distress call has been reduced in cool down from 15 minutes to 5 minutes. Does this cool down affect the romulan ships you can get in the rep projects for new romulus. I can't log into the game to see if that is true?
