Gear Upgrades and R&D Level

One thing I'm not sure on: Does the level of the R&D School affect the gear upgrade process at all? (I was under the impression it did, but now doubting myself.)

So for example if I'm upgrading a Beam Array, does it make any difference if my character has the Beams R&D School at level 20, versus say only level 11? IOW any affect on the rarity chances?
