Question's come up a few times. Here's the run-down.
For technical reasons its not possible to port the Foundry over to the consoles, 1:1.
However, Cryptic could conceivably port over select missions for console players. These would be entirely managed by Cryptic and not interact in any way with the PC version of the Foundry.
That said, this would be a major undertaking if ever attempted. Foundry missions are built in an entirely different way from STO's main missions. Each ported Foundry mission would need to be rebuilt from scratch by Cryptic at the cost of approximately one full mission per port.
Therefore, it's not terribly likely to happen. Never say never but there's major technical hurdles and opportunity costs to bringing select Foundry content over to the consoles.
Cryptic is also unlikely to ever charge access for the Foundry. It simply doesn't make any financial sense to try to squeeze money out of a small niche group like that at the expense of their creative output (which helps support the game during lulls between major releases, allows some deeper levels of community interaction, and provides alternative stories/gameplay/arcs to help scratch niches which Cryptic can't easily fill themselves. Ie. making the game better. Not everything needs to be directly monetized to be worthwhile for a developer. See. seasonal events, featured TFO's, new episodes, bug fixes, cameos, ect.)

They dont even care about the foundry on PC, why you think they even think about the foundry on console?
We dont even have foundry on PC at the moment, for a long long time.. and they dont even care.
Eh? Cryptic tried bringing the Foundry back online the Friday before Thanksgiving, after they fixed a major bug that was preventing a swift relaunch after customary "new update!" downtime (something they do to avoid catastrophe the likes we saw with season 4.) Then they discovered another major bug which required a fix before the Foundry could be fully brought back online (see. being able to play listed Foundry missions.)
Currently they're working that fix, there's just no ETA yet (as with many bug fixes in progress.) We'll be asking for an update with the next Ten Forward Weekly (Kael's our Foundry contact in Cryptic whose helped us a lot with the recent challenge) and posting anything we can share here. If you don't hear anything on Thursday, read that as "work continues."

Last week included Thanksgiving (US), studio was closed Thursday/Friday. That's left a grand total of five full work days to address the latest bug since it was first discovered.
It's rare for bugs to be fixed within a matter of days unless the issue is a very simple one. We have no comment on the complexity of the current issue and it shouldn't be expected to be trivial as a matter of course.
It's rare to be given "news" regarding bug fixes in progress. They're working on it, that was true last week and that'll be true until we hear otherwise. We'll poke Kael again on tomorrow's Ten Forward livestream, the first we've had since the attempted Foundry relaunch.
