I believe its the torch by the start of the floater race. And a few years ago. You'd have to talk to Daniels to time travel to see Risa at night.
The braziers still light up at "night", but the actual lighting doesn't change. It's kinda important because of Pavyl and the accolades you need to hunt in order to buy the purple Risian doffs.
