Are Phoenix lock box ships supposed to unlock for all characters?

I unlocked a Risan Cruiser on one of my characters with the Phoenix prize pack, but I can't access the Risan Cruiser on any of my other characters on my account reclaim. Do we have to earn a extremely rare token for EACH character to once we already have unlocked the ship? This doesn't make any sense due to how rare it is getting one of these babies. Is this a bug?

    No, the ship is only an account unlock if you unlocked it during the initial event. Phoenix Box tokens are a character unlock only.

    Unfortunately, it's not a bug.
