Leaver penalty, did it changed?

Hello everybody,
Here a story.
I joined a Kithomer advanced ground pug. It was horrible, many players didn't
know how to play it and several quit.
I stayed alone with the last player that clearly didn't know much about the mechanics
of Kithomer. I decided to quit too, because 2 players cannot finish the mission.
After quitting the mission I got the Leaver penalty even though I was the fourth to leave.
Did they change the mechanics of the penalty?
Do you find it correct that a player get penalize because other decided to quit before him?
