Where are the Cardassian Bridge Officer Recruitment assignments found?

Despite doing a fair bit of intensive Duty Officering, I did not see any assignments to requisition/acquire Cardassian Bridge Officers.
I see the Purple version on Exchange, so I am certain they exist.
I think the ones I am seeking aren't being sold because the Trait I want is considered non-valuable, so therefore I have to go and find them myself in the hopes of getting the desired Trait.
Assuming Cardassians can have this Trait that is, because all the ones I've seen on Exchange are identical in terms of Traits.
But that could just be that the ones that don't match this profile aren't being sold because they are classified as worthless by the Exchange sellers.

And please don't mention the Green ones at the ESD Vendor, I am aware of those and am not wanting to purchase them.
