Type 9 and Type 11 shuttles?

Been wondering why the Type 9 and Type 11 shuttles haven't been in the game. Since they're supposed to be more modern than the Type 8 and STO is about 30-40 years after the Type 8 was used...
Been looking around a bit, but the older posts were apparently gone.

    Don't know if anyone other than the devs know why, don't think they really have even made any shuttles in years except for the Dominion Fighter.
    Can't have a honest conversation because of a white knight with power
