Something wonky with fleet mail?

Today my fleet started a promotional giveaway and I sent out a fleet mail to around 100 members with the announcement. Within a few minutes I received a reply from a confused captain who was curious why a fleet she wasn't in, and had never been in would want to give her a PWE/ARC card. I scoured our roster for her @handle and, sure enough there is no mention of her now or in previously exported rosters.


Anybody have a clue what's going on? I didn't do anything different, just typed up the message and clicked 'fleet' before sending!?
