On PC, Cryptic has basically retired anything else from the subscription model as well, and the Zen stipend was really more something related to the subscription in general, not the lifetime membership.
Basically, you're buying a big bag of goodies with the lifetime membership, some of them practically exclusive (like Veteran ships - without regular subscriptions, you can't get Veteran rewards, after all.). It's kinda an Elite Starter Pack Deluxe.

Yup. The Lifetime on Consoles is very cheap compared to the PC, the difference is well over $100, and it's also on the C-Store, something which isn't available on the PC. The Stipend makes the PC lifetime worthwhile, and is the only difference between Console and PC lifetime. I play on both the PC and XB1 and in my opinion, the difference in price is more than very fair.

It's too late now - the existing subs were $100 cheaper and some of that money went to MS or Sony, but those subscribers would expect to get the free zen too.
