How do I access Nassordin, Legira, Nular, Xiokel and Gerren system patrols in DQ with my Jem'Hadar?

Nassordin, Legira, Nular, Xiokel and Gerren system patrols were originally granted access to after contacting subcommander Rai Sahen in sector space. That contact button in turn, was made available from the wrapper missions that guided you through all Delta Quadrant patrol missions. Now that the wrapper missions have been removed, how do I access these patrols from my Jem'Hadar? There's no interact button when I fly up to these systems and I have spoken to Rai Sahen in person at Delta Quadrant Command but she has no missions for me there.

As far as I can tell, you don't. I've been trying to figure it out myself for a couple days now, but they seem inaccessible for new characters.

I wonder if they might become accessible if you play through the Delta Rising story arc? That's how it originally worked when we still had the (mandatory) wrapper mission, so maybe that is still implicitely in play. Don't know if skipping those missions would suffice, or you have to actually play them.
