The 31st Century ships can no longer have the faction prefix set to none?

I have noticed that the 31st Century ships such as the Ouroboros, Eternity and Chronos no longer allow you to set the faction prefix to nothing instead of USS/RRW/IKS, was this intentionally removed or is it a bug?
