I finally got the mission with my Delta Rom/KDF twice after initial doing 7/7, both time the doff that was rewarded was a Prisoner not the blue or Purple Technician that I should have got. So yeah something is up.
You only get a purple if you get a critical success. Regular success is not worth much.
I've been farming the Colonization chains with my FED and Klingon Delta alts since the recruit event and haven't had a problem getting all 7/7 and the Support mission for the purple - now if I only had the right doffs for the mission to crit to GET the purple.

That's the first I've heard of that. I know there's a few spots where edge of sector when DOffing will have missions that aren't further in when approaching from the left, but this is the first I've heard of it affecting Cluster interacts, though given the weirdness I just mentioned it's hard to doubt.

At the very least, if your goal is only Technicians, 'success' and 'failure' are equally as invaluable, so if you you can find a high rarity with critical traits for easy/cheap it'd be better than a 'success' DOff with fewer critical traits or lower rarity. Also, 'Critical', 'Success', and 'Fail' are basically sides on a given die (as in singular of dice), so if you can get more sides to be Critical that'd be worth more for your chances of getting a Tech than having more sides with Success.
Admiralty has it in a more logical way, where it first rolls for Success, then Critical as a separate roll if it Succeeds.
Yeah, so far 2 tries.. one critical success. I already had one when I started, so just need one more to upgrade that last blue to a purple.
Honestly, I haven't really put much attention into this characters duty officer roster.. she just has whatever I picked up a long the way. She does however have a 39% critical success rate which seems pretty good. Not sure how high other people have gotten it, DoFFing is an aspect of STO that I never really put any time into.
Farming colonization missions for DoFFs is about as involved as I ever get. I run Admiralty pretty fiercely, but I don't put any effort into DoFF'ing at all.
Honestly I care about clusters more for the races. One of the clusters gives Terran empire doffs, another gives Imperial Romulans, B'Tran has Borg, but either Caitians or Gorn depending on faction. There's also Deferi, Hirogen, and el-Aurians etc... None of them has unique powers. But some are races rarely seen elsewhere. As mentioned earlier, it's a time consuming way to get a purple technician, unless you get lucky.

Now I have seen 3 of them in the last 4 days. I can't say what turned it around, it just.. happened. It's frustrating, I know.. but just stick with it, they'll start popping eventually.

OK... I figured out how to make this action happen consistently.
It has nothing to do with coming from a different direction at all.
It has something to do with crossing one of those gray sector space lines....and watching for a change to the "Current Map" listing.
Every once in a while, you will cross over one of the gray sector space lines and the "Current Map" listing will change to a new list...and when you go BACK across the line, it won't.
For B'Tran, I found this line to be the gray line between Noro and Vorn Sectors. When you go from the B'Tran Cluster over that line to Noro Sector, that causes a change to the DOFF assignment list. Then you come back to the Vorn Sector to B'Tran, it does not, and you will find a different listing on the B'Tran Cluster DOFF assignments.
P.S. I was able to make this happen on two different characters. But watch that "Current Map" list, carefully. Sometimes crossing over a gray line will change the list both times you do it.
P.S.S... tried on 3 characters.... STILL no B'Tran Support Colonization assignment.
Though this time I did not try changing instances.
DOFFing has been so touchy since the assignment resets are no longer connected to map changes and the sectors got merged.

Yeah, if you were in a hurry or in some type of dire need, the Exchange would be the best bet. 10M per is really not bad at all, Aux2Bat is a pretty strong build and considering that those are the core of the build.. it's not a bad price.
Best way to save some money though is to just buy 3 blue Technicians and use those while you farm B'Tran. They obviously don't perform as well as the VR ones, but they get the job done and you can save a bunch of credits that way. I caught one VR on the exchange for 6M and snatched it up. I farmed one VR and I am currently trying to get the 3rd.

Funny thing is, once I finally got them to pop, they started coming on a regular basis. I got my 3rd VR Tech this evening after not seeing a Support Colonization mission for a month.

In Vorn Sector Instance #4. ON THE ROMULAN/KDF. 2hours and 30 mins before assignment changes.
Immediately switched over to the Klingon got in Instance 4....Flew over to B'Tran, found Support Colonization. Great!

Switched BACK to the Romulan....I did not move her....still in Instance #4, sitting outside B'Tran....assignment is now GONE on her. LOL!
IN an effort to get that assignment back on the list for the Romulan....I do the little trips to cross over a few of the gray sector lines.
I am able to get the B'Tran Support Colonization assignment to show up again by crossing the Vorn and Iconia sectors line and flying back to B'Tran. (I tried crossing over the Vorn and Noro sector line, first because that worked last night).

Something to note: ALL three times I located that B'Tran Support Colonization assignment this morning.... I was coming up to B'Tran from the south side of the map. Coming from the East or West side...no go.
So....if you are looking for these assignments, it is very hit or miss. BUT if you can FIND which instance it shows up on....you can "fiddle" with the program refreshing the list on sector block changes and try to get it to show up.
This is where that DOFF Calls channel would have been helpful: finding which instance the assignment showed up.

Once I got it to pop once, I started seeing it fairly regularly. Maybe now that I am done farming my Techs, the game will give them to you.
