Are those boffs for Dominion only, or all characters?

Ok cool, my only potential interest was getting the boffs for my aliengen Vorta so I could have a few more true Jem'Hadar boffs. Since Vorta aren't playable the new faction doesn't interest me in any way, and Bort said the new C-Store ships can't use the old models either so I won't even be playing a Jem'Hadar long enough to unlock one of those ships account wide.
The pack comes with a set of three Boffs that every Character on the Account can claim once.
