is it possible to create more then 40 missions like can i have 40 archived missions and 40 active missions

    Not that I'm aware of (archived missions are back ups, I don't think you can set them independently). What you can do is create a second @ handle from a second email. Then, simply play that character for enough dil to buy project slots and start working.
