PVE Qeues

I see alot of them that hardly every get full parties and some you can wait 5 minutes or more to get goig. The mats as rewards is awesome, but can Cryptic add something else to get more people doing Qeues, They are fun and would love to see them become more relevant.maybe have more items drop and maybe alor higher quality, not sure more dillithium is the key, Lets make PVE qeues relevant again.
