Question about making a Delta Recruit as a 22nd Century TOS character

Since the Delta recruit thing is running, can a TOS Agents of Yesterday character be a Delta Recruit?

Just wondering.

    Well, they didn't exist at the time of Delta Recruitment...or they did but they weren't here in the timeline...but...since it's the past then they will have been coming to the point we start from in...
