I'm waiting to see if they roll out the Temporal Agent thing again like they did with Delta recruits.
If they do that then I am going to end up re-rolling my main, so in the meanwhile I am not using/investing in anything that gives a benefit to only a single character.

The credit cap is account wide. The Retrain tokens are account-wide, but don't go into the inventory, they are applied to a 'hidden' stack. You can see if you have one available simply by looking a at character's skills screen.

Oh so all your characters get 5 retrain tokens, but they are hidden. Interesting.

Took some screenshots show what's going on. This one here shows one of my KDFs current slots. 216 bank, 24 bridge officer and 192 inventory. Well below max. This one here shows that i know have 140 AB slots, when i'm sure 120 is the max. And this one shows the cstore when i'm trying to claim.
and is the same for all of them.

OK...I went through the Wiki this morning, and looked for all the maximum limits and UPDATED my previous post with more information..... I hope this helps:
When you purchase the Elite Starter Pack, the following will unlock for your whole account:
One new Character Slot
20 Shared Bank Slots
5 Captain Retrain Tokens
An Increase on your Energy Credit Cap to 2 billion Energy Credits
Shared Bank Account = Silver Max 100 slots / Gold Max 120 slots
Unclear if Silver goes up to 120 slots and Gold goes up to 140 if the Elite Starter Pack is purchased.
Several people have reported back they purchased the Elite Starter Pack and, yes, it will work just fine if you have maxed the Shared Account Bank Slots. In other words, if you have Silver max of 100, it will take it to 120 slots; if you have Gold max of 120, it will take it to 140 slots.
Energy Credit Cap = Silver 15 Million Energy Credit Cap Unlock in Zen Store = 2 Billion
If you bought the Energy Credit Cap Unlock in the Zen Store, you have what is in the Elite Starter Pack.
Edit: NOTE: ENERGY CREDIT CAP UNLOCK does not effect the ability to purchase the Elite Starter Packs.
Character Slots = STO Wiki states 56(?). Which means they are not sure if that is the max.
Count character slots you have unlocked and available for use by hovering your cursor over the "Character Creation" button on the Character Select Screen. Then, count all active characters on the Character Select Screen, I suppose.
Sum up both these character numbers and subtract from max, if it is more than 2, you are good to go, if it is less than 2 the system will not allow you to buy the Elite Starter Pack at all.
This is the addendum to my previous post .....
Once the initial product is purchased, a new product will appear called Elite Starter Pack Reclaim. This can be claimed once per character and unlocks:
30 Inventory Slots
60 Bank Slots
2 Bridge Officer Slots
Inventory Slots = Silver Max 168 / Gold Max 204
Count INVENTORY Slots, subtract that from max. If the difference is more than 30, character is are good to go...if the difference is less than 30, character can not claim the Elite Starter Pack Reclaim.
Bank Slots = Silver Max 264 / Gold Max 336
Count BANK slots, subtract from max. If the difference is more than 60, you are good to go...if the difference is less than 60, character can not collect the Elite Starter Pack Reclaim.
BOFF Slots = 54 Max per character.

If a character does not have enough "HEAD ROOM" in each category, the system will not allow the purchase of the Elite Starter Pack, or claim the Elite Starter Pack Reclaim on subsequent characters that has already hit the limits.

When I initially bought the pack I got my shared stuff pretty quickly. To get the character specific stuff I had to log out and log back in from the character selection screen. Then I went in to the store interface and was able to claim the character specific stuff. it almost felt like I was working around some sort of caching issue between the client and server.
It worked pretty simple for me. I guess I never really claimed the higher levels of inventory in the past, so when I bought the pack, it went smoothly, and all of my characters have been able to claim what they needed to claim. It was kind of nice because it really, seriously increased my storage space. Was very happy with the purchase.

could be an oversite or could be a bug from before hand... and it was never intended to exceed the "cap" they have.

Same here. And I've spent TONS of money on this game in the past even though I've had a LTS since the very beginning. I buy ship bundles all the time, and those things are pretty damn expensive, so I don't feel like I haven't been supporting the state.

Nope. You're wrong. There has always been a maximum number of character slots a player has been able to have. Many current players have long since hit that limit regardless of their subscription status

I dont know about sub increasing the "max" character slots you can have... as far as I know the max is the max... there is no increase beyond the max. subbing just adds 1 extra char slot.
Wrong. The maximum is higher for subscribers, because subscriber perks are not counted for purchase limits. A subscriber can have his/her sub perk slots AND still buy the maximum number of C-Store slots in addition to that.
Where the issue here is the slots in this pack do not do that, they are just normal bought slots that don't increase your total and it is in fact impossible to claim them on a character that's at/near the limit of either inventory or bank slots. A fact which is not mentioned anywhere until you've already bought the pack.
Nope. You're wrong. There has always been a maximum number of character slots a player has been able to have. Many current players have long since hit that limit regardless of their subscription status

And I don't really get why you two are so focused on the one character slot anyway, since it's like the least valuable part of the whole pack anyway. The inventory and bank slots are the big deal. Or would be if they actually worked the same way the subscriber perks they're supposed to be replacing did.
At least Cryptic did something to somewhat make-up for the Retrain Tokens fiasco per the patch notes.
"Players which have purchased this item prior to this update to Holodeck will automatically receive 7 additional tokens to the 1 that came with the original purchase for a total of 8 to make up for the mistake."
What really gets me (AND WAS NEVER MENTIONED) is that having just 1 category being the block, of being able to claim it, blocks you from getting ANY of the 3 items. So if you inventory slots are stopping you, being you have less room then 30, than you can kiss goodbye to being able to get your 60 bank and 2 bridge officer slots even if you have plenty of room.
This is VERY BAD coding.

I do not think that the credit cap will matter to me, but is that for every character on the account or just the one that gets the pack?
And what about the Captain retrain tokens? Are those account bound as well? Things that I can stick in the account bank and let whoever grab as needed?
The credit cap is account wide. The Retrain tokens are account-wide, but don't go into the inventory, they are applied to a 'hidden' stack. You can see if you have one available simply by looking a at character's skills screen.

No, the account gets 5 tokens, but they are not shown in inventory, but hidden.
The C-Store mentions how many times you can purchase Inventory slots and such, but is not clear on everything.
Pretty major oversight to not give out all valid info.
1 Character Slot - Did not receive.
20 Shared Bank Slots - Received. (And get this..i know have 140 AB slots!!!)
5 Captain Retrain Tokens - Not sure. (Got 10 now but have never used any.)
2B Energy Credit Cap - Already had.
30 Inventory Slots - Can't be claimed. (x10)
60 Bank Slots - Can't be claimed. (x10)
2 Bridge Officer Slots - Can't be claimed. (x10)
Tried on all 10 toons and cannot claim on ANY, even though only my 3 FEDs have neer maxed bank and my KDFs are not even close to 1/2 full on anything.
This was very poorly implemented, no mention of what max amounts are or what would happen if you were at or close to max.
I suspect if you have more than Max Inventory Slots - 30, Max Bank Slots - 60, or Max Bridge Officer Slots - 2, then your character can't get any of the rewards. Cryptic should increase the Max Inventory Slots by 30, Max Bank Slots by 60, and Max Bridge Officer Slots by 2 in order for every character to have access to this. Players should not be punished for prematurely supporting Cryptic by buying more slots months or years ago.
This was my theory as well, until i logged into my KDF toons and i'm unable to claim on them and they have next to nothing but what you get for free.
Took some screenshots show what's going on.
This one here shows one of my KDFs current slots. 216 bank, 24 bridge officer and 192 inventory. Well below max.
This one here shows that i know have 140 AB slots, when i'm sure 120 is the max.
And this one shows the cstore when i'm trying to claim.

Well this was never intended for customers with history to begin with... they just allowed you to buy if you qualify.
it's for new customers who can no longer sub monthly. all the perks are what the new customer could of gotten if they had subbed...
I'm LTS, and I bought it anyway. Had no problems getting it or applying the slots on my toons.
yeah you can buy but only get benefits if your character is not over a fixed threshold.

if you have never bought any bank space or char slots... your probably golden.

i don't see any documentation on that on STO's site or on any fan site.
could be an oversite or could be a bug from before hand... and it was never intended to exceed the "cap" they have.
All I can find is that when you sub, you get an extra character slot. You might want to find that documentation on the raised character slot limit and have em look into it.
Same here. And I've spent TONS of money on this game in the past even though I've had a LTS since the very beginning. I buy ship bundles all the time, and those things are pretty damn expensive, so I don't feel like I haven't been supporting the state.

Obviously, they don't run documentation on subscriptions anymore since they stopped selling them. The slot limits are well documented in the wiki, though.
Subscribers have always had higher slot limits, that was the main purpose of subscribing.
